After the cold war, the world saw unipolar international system..United State of America dominated the world politic system..with the unipolar international system, did we see a "world order"..

because US governed all states with military forces and intellicance servis CIA..all international institutions were under pressure of US including UN, EU, NATO..
so, we definitely say that polarizasyon in the world never determine order or chaos..the order is determined by justice, mercy, state morality, respecting each others..
Polarizasyon is relevant with check and balance..If the international system can be just, respectful and mercy, we can see a "world order"..
Caos means unjustness..the justice means order..
