Can the world be governed with any intelligence service?

answer is not yes, ofcourse no.
because intellgence services are the supporting part of governments.
the working ways of this services are secret.
and the law and international law are less important to the services..
so the intelligence sevices work in secret..
but states work in the law and should work with clear and trustable ways..
